If it was all done correctly, you should see an overlay once in Character Selection the next time you start GW2 and be able to open the Reshade menu with Shift+F2. You can put preset files into the GuildWars2|bin64 folder and should then be able to select and tweak them ingame. The use of Reshade is allowed by the GW2 developers.
