Hey guys I saw a few people asking how to do this, I've found one solution so far. The settlement's build area radius is the same as a player base, 300u. If you build a player base 301u+ from settlement center you can use known build radius extensions to encroach into the settlement, even up to another 700u through and beyond if you're so daring.

Based on my current settlement size and density, I'm assuming you can build somewhere around 100-200 buildings if it covers the full settlement flattened area. There probably aren't that many types, so by the end of it your likely to have dozens of each. I've found 16 so far (all C and B class). All have had 4 penalties and 1 bonus.
