Use a Ivory Master Staff (-10% CD enchant) and Full Rust Set. Use all boons drink 2 spiked alert potions. Turns out to 50% Cool Down reduction, 65% Mana Cost reduction (without mage sleeping bag/Wine), and 55%ish increased damage per Hex. The increased movement speed also helps you stay out of enemy melee.

Outward is mainly about exploring, which involves A LOT of running. I personally find myself most of the time running than fighting, and the +10% speed and -40% stamina consumption are invaluable to me. The Hex Mage skill tree is also great, although I don't find it to be as necessary as others.
