Removing the cutoff wire doesn’t change anything. New plug, new plug cap, wire, ignition coil, tried different CDI, still no change.

There are two wires that plug into this coil via a plug- one white wire, one black wire. I have 12v to the white wire when put the other lead to a ground. I purchased an aftermarket cdi and coil sincethe motor only came with the harnes coming out of the engine. I have tried several trouble shooting techniques but can't seem to get spark.
